Lisbon Car Rental Guide

Lisbon Airport (Humberto Delgado, LIS) is located just 7 kilometers from the city center, making it one of Europe's most conveniently positioned airports. All six major rental brands operate at the airport, with rental desks on the arrivals level offering relatively quick pickup compared to larger European airports. Portugal has become one of Europe's most popular driving destinations, with scenic coastal roads, charming hillside villages, and relatively affordable rental rates. Lisbon serves as the ideal starting point for road trips to the Algarve coast, Sintra, the Douro Valley, and the Silver Coast. Rental rates in Portugal are among the most competitive in Western Europe, particularly during off-peak months. However, Portugal's toll system is uniquely complicated and requires advance understanding to avoid unexpected charges.

Portugal's toll road system is the single most confusing aspect of renting a car in the country, and failing to understand it before driving can result in significant unexpected charges. Portugal has two types of toll roads: traditional toll booths where you pay by card or cash, and SCUT (Sem Cobranca aos Utilizadores) electronic-only toll roads that have no booths at all. On SCUT roads, tolls are collected electronically via overhead gantries that photograph license plates. The problem for rental car drivers is that you must register a payment method for these tolls. There are several options: Via Verde is the electronic toll transponder used by most Portuguese drivers. Rental companies typically offer Via Verde as an add-on for EUR 1.50-3.00 per day plus actual toll charges. This is the most convenient option and is strongly recommended. Without Via Verde, you can register your rental car at a CTT post office or an EasyToll machine at major border crossings and airports, linking the tolls to your credit card. If you fail to set up any payment method and drive on SCUT roads, tolls will accumulate against the vehicle registration. The rental company will eventually charge your credit card for the tolls plus a substantial administrative fee of EUR 15-30 per toll.

Portugal drives on the right side of the road. Speed limits are 50 km/h in urban areas, 90 km/h on secondary roads, and 120 km/h on motorways. Speed enforcement is strict, with fixed and mobile cameras on major routes. Driving in Lisbon itself is challenging. The city is built on seven hills, and many streets are extremely steep with tight turns. Cobblestone (calcada) surfaces are common in older neighborhoods, particularly Alfama and Bairro Alto. These become slippery when wet and can be hard on smaller vehicles. Tram tracks add another hazard on narrow streets. Outside Lisbon, driving conditions improve significantly. Motorways are modern, well-maintained, and generally less crowded than in Spain, France, or Italy. The EN roads (national roads) offer scenic alternatives to toll motorways and pass through charming towns, though journey times are longer. The Algarve coast road (N125) is heavily trafficked during summer and has a reputation for accidents. The A22 motorway is a safer and faster alternative but is entirely SCUT electronic toll -- make sure your Via Verde is active before heading south.

Portuguese rental rates include basic CDW and theft protection, with excess amounts typically ranging from EUR 700 to EUR 2,000. Counter upselling pressure at Lisbon Airport varies by operator but is generally moderate compared to Italian or Spanish airports. Third-party excess insurance is recommended for Portuguese rentals. While driving conditions are generally good, cobblestone streets in older towns can cause tyre and undercarriage damage that falls outside basic CDW coverage. Windscreen coverage is worth considering if you plan to drive on rural EN roads where loose gravel is common. A particular concern in Portugal is damage to alloy wheels on cobblestone streets and tight urban parking situations. Some rental companies charge EUR 100-300 per damaged alloy wheel. Ensuring your coverage includes wheel damage is a worthwhile precaution for city driving.

Set up Via Verde or another toll payment method before leaving the airport area. Ask your rental company about their Via Verde offering -- most provide it, and the daily fee is a worthwhile investment to avoid toll complications. A compact car is the best choice for Portugal. Narrow streets in Lisbon, Sintra, Porto, and Algarve villages make larger vehicles impractical. Parking in Lisbon is challenging. Street parking in central areas is time-limited and metered, while public garages cost EUR 15-25 per day. Many hotels in Lisbon do not have parking -- check in advance and consider booking a hotel with a garage, particularly if your rental car will be in the city overnight. Fuel is widely available, and most stations accept credit cards. Petrol costs approximately EUR 1.55-1.75 per liter. GPS navigation works well throughout Portugal. Be aware that GPS may route you through SCUT toll roads by default. If you do not have Via Verde set up, use your navigation app to select toll-free routes.
